Background: Breaches of publication ethics such as plagiarism, data fabrication and redundant publication are recognised as forms of research misconduct that can undermine the scientific literature. We surveyed journal editors to determine their views about a range of publication ethics issues. Methods: Questionnaire sent to 524 editors-in-chief of Wiley-Blackwell science journals asking about the severity and frequency of 16 ethical issues at their journals, their confidence in handling such issues, and their awareness and use of guidelines. Results: Responses were obtained (...) from 231 editors (44%), of whom 48% edited healthcare journals. The general level of concern about the 16 issues was low, with mean severity scores of <1 (on a scale of 0–3) for all but one. The issue of greatest concern (mean score 1.19) was redundant publication. Most editors felt confident in handling the issues, with <15% feeling “not at all confident” for all but one of the issues (gift authorship, 22% not confident). Most editors believed such problems occurred less than once a year and >20% of the editors stated that 12 of the 16 items never occurred at their journal. However, 13%–47% did not know the frequency of the problems. Awareness and use of guidelines was generally low. Most editors were unaware of all except other journals’ instructions. Conclusions: Most editors of science journals seem not very concerned about publication ethics and believe that misconduct occurs only rarely in their journals. Many editors are unfamiliar with available guidelines but would welcome more guidance or training. (shrink)

In this paper I develop and present a unified account of information, misinformation, and disinformation and their interconnections. The unified account is rooted in Paul Grice’s notions of natural and non-natural meaning (in: Grice (ed) Studies in the way of words. Harvard University Press, Cambridge, pp 213–223, 1957) and a corresponding distinction between natural and non-natural information (Scarantino and Piccinini in Metaphilosophy 41(3):313–330, 2010). I argue that we can specify at least three specific kinds of non-natural information. Thus, as varieties (...) of non-natural information there is intentionally non-misleading information, unintentionally misleading information—i.e. misinformation—and intentionally misleading information—i.e. disinformation. By shifting the focus from the truth-values of content to the intention/intentionality and misleadingness/non-misleadingness of that content I obtain a unified account that makes room for the potential misleadingness of true content (true disinformation), the potential non-misleadingness of false content (irony), and everything in between. As lifestyle diseases put a heavy burden on health care expenditures, voices are raised and win in sound to hold people responsible for their unhealthy lifestyle. Most of the arguments in favour of responsibility are backward-looking. In this article, we describe the distributional consequences of these backward-looking measures and show that they are very harsh on those who regret a past unhealthy lifestyle. We demonstrate that it is possible to take policy measures which respect individual responsibility but which are at (...) the same time able to grant fresh starts to individuals who regret their past unhealthy lifestyle (which is an application of Fleurbaey (2005)). This ‘forgiving’ policy is confronted with a moral hazard problem, however. In general the regulator does not observe whether individuals really regret their past choices or they just pretend to have changed preferences in order to enjoy the compensatory measures for regretful people. In this article, we argue that the health setting offers interesting opportunities to move beyond this moral hazard problem and offer a solution through the use of redistributive instruments that are conditional on lifestyle changes. Personal information is key to informational privacy and the algorithmically generated profiles of individuals. However, the concept of personal information and its nature is rarely discussed. The concept of personal information thus seems to be based on an idea of information as objective and truthful—as natural information—that is depicted as digital footprints in the online and digital realm. I argue that the concept of personal information should exit the realm of natural information and enter the realm of nonnatural information—grounded in (...) meaning, intention, and convention—as this will provide us with a concept that can account for potential misleadingness, inaccuracies, and mistakes. It is well-established that toddlers can correctly select a novel referent from an ambiguous array in response to a novel label. There is also a growing consensus that robust word learning requires repeated label-object encounters. However, the effect of the context in which a novel object is encountered is less well-understood. We present two embodied neural network replications of recent empirical tasks, which demonstrated that the context in which a target object is encountered is fundamental to referent selection and word (...) learning. Our model offers an explicit account of the bottom-up associative and embodied mechanisms which could support children’s early word learning and emphasises the importance of viewing behaviour as the interaction of learning at multiple timescales. The article is devoted to the history of development of Russian entrepreneurship in the second half of the 19th century. Sergei Ivanovich Maltsov was a well-known Russian industrialist. In the territory of the Kaluga region in the second half of the 19th century, S. I. Maltsov created a large industrial zone. The factories of the Maltsov industrial region produced railways, steam engines, steamships, locomotives, wagons, agricultural machines. In the town Dyatkovo, Maltsov’s plant produced unique crystal goods. In 1871 Maltsov built (...) the first personal telegraph line in Russia. In two years a narrow-gauge railroad with a length of more than 300 km was constructed, which connected all the factories of the Maltsovsky industrial region. All the Maltsov’s products and machines were of excellent quality. At the Moscow Polytechnic Fair in 1872, S. I. Maltsov was awarded a gold medal and a certificate of the first degree for demonstrating the process of manufacturing a locomotive. In the 1870s, Maltsov carried out a large order from the Ministry of Railways of the Russian Empire. He produced 150 locomotives and about 3 thousands wagons. However, the new minister did not pay for the order. The government of the Russian Empire turned out to be an unreliable trading partner. Bureaucratic arbitrariness led to the collapse of Maltsov’s enterprise. In 1893 S. I. Maltsov died. Many of his machines and industrial products were unique and some of them were made for the first time in Russia. Therefore, we call S. I. Maltsov a pioneer of Russian industry. (shrink)

Abstract. In this article we developed scientific and applied foundations of commercialization of the nature-resource potential of anthropogenic objects, on the example of exhausted mines. It is determined that the category of “anthropogenic object” can be considered in a narrow-applied sense, as specific anthropogenic objects to ensure the target needs, and in a broad theoretical sense, meaning everything that is created and changed by human influence, that is the objects of both artificial and natural origin. It was determined that problems (...) of commercialization of the natural-resource potential of anthropogenic objects are most often considered by researchers for specific objects, without having complex methodological coverage from the point of view of combining environmental, technical, economic and managerial components. When studying the substantiation of the scientific base, the authors confirmed the feasibility of the commercialization of natural-resource potential of anthropogenic objects on the example of a number of theoretical scientific studies in reclamation, reconstruction, recreation, remediation, restoration of biological productivity and economic value of land disturbed by economic activity. The considered examples of exhausted mines in the 21st century in the USA, Canada, Germany, Romania, and Poland indicate a wide range of opportunities for their commercialization. The study of the potential for commercialization of exhausted mines in the post-Soviet countries testified to the underused reserves for the commercialization of their nature-resource potential and their high potential for further development. The authors proposed the identification of anthropogenic objects on the basic livelihood spheres of society. There were identified the main system (natural, biological, technical, economic, social, managerial) and structural (subjects, trends, threats, risks, problems, challenges) factors of diagnosing the state of an anthropogenic object. A set of measures has been developed for commercialization of an anthropogenic object in functional and production activities, product policy, financial and investment spheres, pricing and sales policies, promotion, management and determination of property rights. Recommendations were provided on optimizing the management decision-making process based on a set of positivistic development principles, methods, and management functions. The study allows international organizations, state and local authorities, territorial communities, owners and potential investors to see new opportunities and make mutually beneficial decisions on the rational use of the nature-resource potential of anthropogenic objects. The Casimir force between two neutral metallic plates is often considered conclusive evidence for the reality of electromagnetic zero-point fluctuations in ‘empty space’. However, it is not well known that the Casimir force can be derived from many different points of view. The purpose of this note is to supply a conceptually oriented introduction to a representative set of these different interpretations. The different accounts suggest that the Casimir effect reveals nothing conclusive about the nature of the vacuum.
